Who can advertise on ChatGPT? Account and market availability

Check advertiser eligibility, audience availability and new-account country restrictions before planning a ChatGPT ad launch.

Can you run ads headline with a check access booklet, key and world map.

“Available in a country” can describe the business buying ads, the people seeing them, or a targeting option in Ads Manager. Check each against the launch you have in mind.

A screenshot showing a selectable market is weak evidence for launch readiness. Use your actual business identity, billing account and campaign status to confirm access.

Check the advertiser’s legal entity

OpenAI’s availability page lists supported advertiser countries and explains that the entity advertising and receiving the bill must qualify. The list can change, so use the current page rather than a country count copied from a launch announcement.

For an agency, write down whose entity owns the account and who will pay the media bill. An agency’s location and a client’s location are different facts. Do not substitute one to get around an eligibility restriction.

Check the business category too. The advertising policies govern advertisers, offers, destinations and placement. A permitted business location does not make every product eligible.

Check which users can see ads

The consumer-facing explanation says ads are shown on eligible Free and Go experiences; paid plans including Plus and Pro remain ad-free. Under-18 users are excluded. An advertiser who only tests in their own paid ChatGPT account may therefore never see the placement they expect.

Do not infer the total reachable market from ChatGPT’s overall user base. Your eligible market, plan distribution and supported inventory determine what the campaign can reach.

New accounts may have a country restriction

The campaign setup guide describes additional home-country delivery requirements for some newly created self-serve accounts. Selecting another country does not override those requirements.

Ask the account owner to capture the relevant account message, not their password or an entire private dashboard. If support is needed, include the account ID and the intended market.

Keep a short availability record

  • Advertiser entity and billing country.
  • Business and product category eligibility.
  • Intended audience country and the setting available in the account.
  • Verification and any new-account delivery restriction.
  • The date these checks were completed.

Save the record for the next account owner or agency operator. Recheck before committing production work for an additional market.

Once access is confirmed, the first campaign walkthrough covers the setup sequence. Keep the eligibility decision attached to that launch record so the team knows which markets were actually cleared.
