ChatGPT ads not delivering? Check blockers before changing bids
Diagnose zero impressions, review issues, budget limits and reporting delays with a short evidence-based troubleshooting sequence.

If a campaign shows zero impressions, first look for an explicit blocker. Raising the bid cannot fix missing billing, a paused ad or a rejected destination.
Save the current status before editing. If you change several settings at once, you may lose the evidence of what caused the problem.
Start with status and account readiness
Follow OpenAI’s troubleshooting guide: inspect campaign, group and ad status, review outcome, dates, payment readiness and account restrictions. Check the account you are looking at, especially if you manage more than one client.
If there is an error or rejection reason, address it directly. Check the destination on an ordinary browser and whether review crawlers can access it. A page behind a login or a firewall challenge may need a different destination or access configuration.
Record the status message verbatim in your private troubleshooting note. Send support the actual message when escalating the issue.
Check the budget and schedule
Confirm the campaign is within its active dates and has remaining spending allowance. The budget rules allow spending to vary across days; a daily average does not guarantee delivery every hour.
Inspect any total campaign ceiling too. A campaign can be active while having no allowance left under a separate spending limit. Check whether a recent budget change affected the period you are reviewing.
Give a clean new launch time to populate
OpenAI advises allowing about 24 hours for a newly launched campaign without a visible hard blocker. That does not mean waiting through an explicit billing or policy error.
Reports also update at different speeds. An empty spend field shortly after delivery begins can be a reporting delay. Use the current documented refresh timing and compare a consistent date range.
Keep the launch time and timezone in your note. “Today” can cover a different slice of time for the account owner and the person checking the dashboard.
Only then inspect bids, relevance and the destination
If the account is ready, the campaign is eligible and enough time has passed, inspect bid warnings and whether the offer has a clear use case. A bid adjustment is a test with a cost consequence; it is not a guaranteed repair.
Check whether the destination accurately explains the offer and whether the ad’s message matches it. Changing the hint, creative and page simultaneously makes the next result difficult to interpret.
Escalate with enough evidence
Prepare the ad account ID, campaign and ad-group names, exact statuses, date range and timezone, launch time and recent changes. Include relevant screenshots without passwords, API keys or unnecessary personal information.
The launch quickstart helps check setup omissions. If support resolves the blocker, record the fix and recheck delivery before resuming the planned experiment. Keep the agreed spending ceiling in place while investigating.
